Submitting a website on Bing is a very easy .
1. Register to windows Live, Hotmail or MSN.

2. Visit
http://www.bing.com/webmaster/WebmasterAddSitesPage.aspx
3. Enter the web address of your website.
4. Enter sitemap address if you have already made a sitemap.
5. Now fill up your contact information and press Submit button.
6. Next step is Authentication of your site it is done through xml or html file upload.
7. Once the website is authenticated, you can see all details about your website at Bing Webmasters tool.
